1. Can I use the SeaPort MACs?
SeaPort-e is a tool by which all Virtual SYSCOM activities can obtain cost effective services through competitive and efficient means. SeaPort-e is available for use in conducting competitive unrestricted procurements and also set-aside procurements within the small business, 8(a), Hubzone, and Small Disadvantaged Veteran Owned small business sub-categories. These contracts are not intended to nor will they be used to procure any personal services or services which are inherently governmental.

2. Do I have to use SeaPort?
Virtual SYSCOM MOA No. 19 dated 05 OCT 2004 designates SeaPort-e as the mandatory acquisition vehicle to procure contractor support services in the following functional areas:

  • Engineering
  • Financial
  • Program Management

    The MOA lists three circumstances when the use of SeaPort-e is not mandatory:

  • Existing Virtual SYSCOM contractor support services contracting vehicles will be authorized for continued use until the expiration of their contract period of performance, which can include all existing contract options periods
  • The contractor support services required do not fit into the Engineering, Financial, and Program Management areas
  • When use of an alternate vehicle is in the best interest of the Government

    3. How do I access the SeaPort portal?
    Before you can access the SeaPort portal, you need a login name and a password. To request a login name and a password, complete the registration form . Any information entered in the registration form will be verified before a login name and a password are granted.

    Once you have a user ID and password, click on the Buy tab and then click on the "Access Portal" button to access the government portion of the SeaPort portal. You will then be asked to enter your user ID and password.

    4. How do I report a problem with the SeaPort-e portal?
    To report a problem with the SeaPort-e portal, please login to your account and select the Help Desk Utility button. From there, you may complete a web form describing your issue, which will then be routed to the appropriate contacts. If you are unable to log in, please contact your local administrator, who can reset your password. If your local administrator is unavailable, you may send a help request to navseasupport@aquilent.com.

    5. How do I report a problem with the SeaPort web site (www.seaport.navy.mil)?
    To report a problem with this www.seaport.navy.mil web site, please contact the webmaster.

    6. How do I view a SeaPort demonstration?
    To obtain a schedule of upcoming demonstrations, or to schedule a demonstration or training, please visit our Contact page.

    7. Where do I learn more about performance based service contracting?
    The SeaPort web site has a section that can teach you about performance based service contracting, just click on the "Learn" tab.

    If you are having difficulty entering your requirements into the SeaPort portal, please login to your account and select the Help Desk Utility button. From there, you may complete a web form describing your issue, which will then be routed to the appropriate contacts. A SeaPort help desk representative will then contact you to guide you through the PR generation process.
